Jackson County Regional Disposal Site Advisory Committee

Oregon Revised Statute (ORS) 459.320 requires that a county establish a local citizens advisory committee for a regional disposal site.  Dry Creek Landfill, in Jackson County, qualifies as a regional disposal site.  To meet the requirements of the ORS, the Jackson County Regional Disposal Site Advisory Committee (Committee) was established by Board Order No. 174-16, dated October 5, 2016.  The function and responsibilities of the Committee are:

  1. Providing a forum for citizen comments, questions and concerns about the regional disposal site, and promoting a dialogue between the community and the owner of the site.
  2. Reviewing with the permittee the regional disposal site siting, operation, closure and long-term monitoring of the regional disposal site.
  3. Preparing an annual written report for the Board of Commissioners summarizing the local citizens’ concerns and the manner in which the owner or operator of the regional disposal site is addressing those concerns.

The Committee is to be comprised of five members (staggered terms of two years) selected from each the following groups:  residents residing near or adjacent to the regional disposal site; owners of real property adjacent to or near the regional disposal site; persons who reside in or own real property within Jackson County; employees of the permittee operating the disposal site; and local organizations and citizen interest groups whose majority of members either are electors or own real property in Jackson County.
